A la conclusión de la jornada laboral de quién hoy les escribe, surge la noticia luctuosa del día, que no es otra que el siniestro del vuelo MS804 de EgyptAir, y como en ocasiones anteriores las conversaciones de familiares y conocidos se encaminan a preguntar sobre que se suele hacer en estos casos.

Estos últimos días, la noticia del accidente aéreo del vuelo 4U9525 de la compañía Germanwings ha conmocionado a la población mundial, como suele ser habitual en estos desgraciados casos. En este que ahora nos ocupa, ha impactado muy especialmente en la sociedad española, alemana y por extensión a la opinión pública francesa.

Al momento de escribir estas líneas, llevamos varias horas recibiendo el bombardeo informativo sobre la posible implicación del copiloto de vuelo en una acción intencional dirigida a estrellar el aparato. Según el Fiscal de Marsella, encargado del caso, el copiloto tenía la “intención de destruir el avión”. Nos permitirán estimados lectores que haciendo uso de la mas elemental prudencia, no carguemos las tintas en la persona directamente señalada por el fiscal investigador hasta que se confirme este particular. Tendremos tiempo, si es que la actualidad así nos lo indica, de hablar del suicidio ampliado y del Reglamento (UE) nº1178/2011 de la comisión de 3 de noviembre de 2011, por el que se establecen requisitos técnicos y procedimientos administrativos relacionados con el personal de vuelo de la aviación civil en virtud del Reglamento (CE) nº 216/2008 del Parlamento Europeo y del Consejo.

El objeto de la entrada de hoy de nuestro blog es dar a conocer someramente el protocolo en general y una de las intervenciones mas desconocidas en particular por la ciudadanía como es la fase de obtención de datos “ante mortem” en el área de asistencia a familiares.

Según el mencionado Real Decreto, el protocolo supone el establecimiento de un procedimiento técnico organizativo que organiza la actuación de los distintos profesionales en este tipo de eventos. Este protocolo regulará la acción coordinada de médicos forenses, Fuerzas y Cuerpos de Seguridad del Estado y facultativos del Instituto Nacional de Toxicología y Ciencias Forenses, tanto para sucesos a nivel nacional, como para la colaboración en las actuaciones llevadas a cabo a nivel internacional como ha sido el caso acontecido en días pasados.

Las actuaciones a realizar, constarán de tres fases, una fase preliminar al tratamiento de cadáveres y restos humanos, otra fase que si asumirá el tratamiento de cadáveres y restos humanos y una fase de obtención de datos “ante-mortem” en el área de asistencia a familiares.

Comprobación de la noticia y comunicación a la autoridad judicial, acordonamiento de la zona e implantación de seguridad en la misma inspección ocular técnico policial y realización de trabajos de identificación serán las labores a realizar respecto a las víctimas directas del suceso.

Junto a este punto de información , habrá una oficina de denuncias donde se tramitarán las demandas de familiares antes personas desaparecidas y/o posibles víctimas.

Entre los datos a recoger, se contará con fotografías, datos personales y antropométricos, historial médico, radiografías generales y dentales, moldes dentales. Igualmente se recogerá vestimenta, efectos personales, tatuajes (recuerden a Asmae), información sobre cicatrices por traumatismos o quirúrgicas, prótesis o cualquier otro dato de interés.

Toda la recogida de datos y muestras seguirá las directrices marcadas en los formularios preparados al efecto por Interpol. Posteriormente, todos los datos obtenidos se enviarán al Centro de Integración de Datos desde donde se elaborará un dictamen de identificación que previamente firmado por los responsables, serán remitidos a la autoridad judicial actuante.

Afortunadamente, el protocolo es el mismo en todos los países del área de influencia de Interpol por lo que los datos son igualmente válidos a pesar de tener muy diverso origen.
