El “azar” informativo hace que por tercera vez consecutiva planteemos una reflexión sobre consumo de drogas, dentro de las cuales, vuelve a ser protagonista, entre otras sustancias, el cánnabis, aunque en esta ocasión con el dudoso honor de tener un protagonismo compartido.
Old addictions, new addictions
The informative «chance» makes that for the third consecutive time we raise a reflection on drug consumption, within which, among other substances, cannabis is again the protagonist, although on this occasion with the dubious honor of having a shared protagonism.
Esta reiteración en el tema, que no lo neguemos, nos apasiona y así lo reflejamos en el número de publicaciones en el blog; se debe a la reciente presentación por parte del Ministerio de Sanidad, Consumo y Bienestar Social del Informe EDADES 2017-2018 en el que consta una encuesta sobre hábitos de consumo de alcohol y otras drogas en la población general española entre 15 y 64 años.
This reiteration on the subject, which we do not deny, we are passionate about and this is reflected in the number of publications on the blog; it is due to the recent presentation by the Ministry of Health, Consumption and Social Welfare of the EDADES Report 2017-2018 in which there is a survey on consumption habits of alcohol and other drugs in the general Spanish population between 15 and 64 years old.
En esta ocasión, los hallazgos estadísticos compartidos, nos revelan que hay una estabilización en el consumo de todas las drogas, excepto cánnabis y tabaco, que aumenta a pesar de la mayor percepción de riesgo por parte de la población, lo que se ve reflejado en la disminución de personas que opinan que la legalización del cánnabis ayudaría a resolver el problema de salud pública que supone el consumo de drogas.
On this occasion, the shared statistical findings reveal that there is a stabilization in the consumption of all drugs, except cannabis and tobacco, which increases despite the greater perception of risk by the population, which is reflected in the decrease in people who believe that the legalization of cannabis would help solve the public health problem posed by drug consumption.
Como ya era tendencia en encuestas anteriores, el aumento de consumo de cánnabis y tabaco, aumentó las cifras globales de consumo a costa del grupo de edad comprendido entre los 15 y los 17 años. Y no solo aumentan tabaco y cánnabis entre los más jóvenes respecto a años anteriores, sino que lo hace también el consumo de alcohol.
As was the trend in previous surveys, the increase in cannabis and tobacco consumption increased the overall consumption figures at the expense of the 15-17 age group. And not only does tobacco and cannabis increase among younger people compared to previous years, so does alcohol consumption.
Vemos como preocupante que las tres sustancias mas consumidas, son legales, siendo por orden descendente alcohol, tabaco e hipnosedantes, situándose el cánnabis en cuatro lugar como primera droga ilegal en España. En la parte baja de la tabla, podemos observar cómo irrumpen las nuevas sustancias psicoactivas como grupo estadísticamente significativo con un 1,1% de españoles que dicen haberlas consumido alguna vez en su vida.
We see as worrying that the three most consumed substances are legal, being in descending order alcohol, tobacco and hypnosedantes, placing cannabis in four places as the first illegal drug in Spain. In the lower part of the table, we can observe how the new psychoactive substances break out as a statistically significant group with 1.1% of Spaniards claiming to have consumed them sometime in their lives.
Una reflexión que surge tras este dato aportado en el párrafo anterior, es que las tesis de aquellos que abogan por una despenalización de las drogas, acompañada de educación y un hipotético consumo responsable e informado, no están haciendo muy bien su trabajo. Dudamos que los responsables sanitarios estén descuidando el aspecto educativo en función a la actual ilegalidad de la distribución y venta de estupefacientes. Si partimos de la base de que desde las administraciones se intenta informar de las consecuencias del consumo real de estas sustancias, se nos antoja que algo falta en la ecuación en la que se pone de un lado la prohibición y del otro la legalización junto a una educación en responsabilidad de salud.
A reflection that arises after this data provided in the previous paragraph, is that the thesis of those who advocate a decriminalization of drugs, accompanied by education and hypothetical responsible and informed consumption, are not doing very well in their work. We doubt that those responsible for health care are neglecting the educational aspect due to the current illegality of the distribution and sale of narcotics. If we start from the assumption that administrations try to inform about the consequences of the real consumption of these substances, it seems to us that something is missing in the equation in which prohibition is put on one side and legalization on the other, together with an education in health responsibility.

Otro dato que demuestra que no estamos en el camino de luchar eficientemente contra las adicciones, es que al surgir, de manera muy presente y mas o menos normalizadas, nuevas adicciones comportamentales, también nos terminamos enganchando a ellas. Todas legales, como puedan ser el uso compulsivo de Internet y el juego con dinero, tanto presencial como online.
Another fact that shows that we are not on the way to fight efficiently against addictions is that when new behavioural addictions arise, in a very present and more or less normalised way, we also end up hooking on them. All legal, such as the compulsive use of the Internet and gambling with money, both face-to-face and online.
La propia población, como les comentábamos con anterioridad, no ve de manera mayoritaria la legalización de las drogas como la solución a su consumo. Quizá la entrada de nuevas adicciones, muy extendidas y transversales en la sociedad, hace que los consumidores reconozcan lo fácil que es caer en conductas adictivas y con ello se va perdiendo el estigma de “vicio” que tenía el consumo de drogas hace unos años para ser reconocido como una enfermedad, por gran parte de la población.
The population itself, as we mentioned before, does not see the legalization of drugs as the solution to their consumption. Perhaps the entry of new addictions, very widespread and transversal in society, makes consumers recognize how easy it is to fall into addictive behaviors and thus is losing the stigma of «vice» that had drug use a few years ago to be recognized as a disease, by much of the population.
Let us hope that these data, which are no longer seen only as a static photograph of a moment or a specific situation, but as a trend of consumption, as the survey dates from 1995 with a biannual cadence. Let us hope, then, that it serves once and for all so that the administration in turn, no matter what political color it may be, can get down to work once and for all. It is much cheaper to avoid this situation than to deal with its consequences, but it is not so visible to millions of voters, so we fear that the situation will be perpetuated as before.

Esperemos que estos datos, que ya no solo se vean como una fotografía estática de un momento o situación puntual, sino como una tendencia de consumo, pues la encuesta data de 1995 con una cadencia bianual. Esperemos pues, que sirva de una vez para que la administración de turno, sea del color político que sea, se ponga de una vez manos a la obra. Es mucho mas barato evitar esta situación, que tratar sus consecuencias, pero no es tan visible para millones de votantes, por lo que mucho nos tememos que la situación se perpetuará como hasta ahora.
